Financial Crime Operations Manager

Role purpose:

We’re looking for a Financial Crime Operations Manager who will manage the team in mitigating risk to the business from Financial Crime, Terrorist Financing and Fraud by managing a series of control activities to minimise breaches of regulation and legislation, financial loss, client detriment, sanction breaches and reputational damage. They will work with the Money Laundering Reporting Officer / Money Laundering Compliance Officer to maintain Anti-Money Laundering systems and controls (including policies and procedures) in line with evolving regulatory requirements.

We are looking for an experienced people manager who has a minimum of 7 years relevant financial services experience and is educated to Diploma level in the management of financial crime and/or relevant professional qualification.

Key accountabilities:

  • Is fully aware all obligations under the Proceeds of Crime Law, Drug Trafficking Offences Law, Terrorism Law, United Nations’ Measures and the Money Laundering Order
  • Ensures that screening activity is undertaken in relation to clients, and in particular new clients, staff or suppliers to identify any risks to the Company
  • Manage the review of payment alerts in sanction screening tools to ensure payments are processed in line with UK, Jersey, Isle of Man and worldwide sanctions regime requirements
  • Manage the analysis and decision making of alerts to ensure that payments to potential sanctioned individuals or entities are not processed, which could result in a regulatory breach, and risk of punitive fines
  • Manage referral process from line 1 Financial Crime Investigators that have been referred to Senior Financial Crime Investigator and Line 2 Financial Crime Compliance Team
  • Ensure that accurate records are kept in relation to all internal and external suspicious activity reports
  • Analyse Suspicious Activity Reports referred to the Money Laundering Reporting Officer
  • Ensure accurate records are kept of all enquiries and requests received from Isle of Man and Jersey law enforcement authorities and manage these in a timely manner and in accordance with all legal and regulatory requirements
  • Ensure appropriate systems and controls are followed for:
    • Risk management
    • Training
    • Screening of clients
    • Detection and escalation
    • Prevention of transactions by sanctioned individuals or entities
    • Preventing the crown dependencies business being used to further bribery and corruption
    • Preventing the Crown Dependencies business being used for unlawful purposes or to assist criminals
    • Reporting knowledge or suspicion of money laundering and terrorist financing activity
    • Identifying new and existing clients who are subject to sanctions
    • Retention and retrieval of all appropriate records
  • Manage the quality assurance checking on core screening activities, demonstrating compliance and policy adherence
  • Refer/escalate any decisions outside of own authority to Level 2, Financial Crime Compliance
  • Design, develop and produce accurate and timely reports to facilitate effective monitoring of processes being managed within the function
  • Management of robust and accurate daily/weekly/monthly Management Information data records to support dashboard style reporting; trend analysis
  • Ensure that Risk Controls checks are completed in a timely manner by the 5th working day of the month
  • Adopt the I AM RISK internal framework, as well as all direct reports
  • Adherence to Santander International’s incident management reporting processes
  • Ensure all keystrokes are reviewed regularly with any changes checked and authorised as appropriate (tracked through evidence to show review has been undertaken)
  • Acts as point of reference and escalation for Financial Crime Operations team c.7 staff
  • Line manages the team providing direction, guidance, support and coaching to them on a day to day basis. Set challenging performance standards, recognise good results and behaviours and address under performance and conduct in a timely way
  • Establishes and achieves productivity and performance standards which are consistent across the team
  • Development and delivery of a quality resource plan, ensuring flexibility of rota management
  • Effective development and use of MI to support business decisions.
  • Close collaboration with operational team managers to continually seek opportunities to drive process efficiencies/reduced hand-offs between the operational areas and other linked processing areas

Technical knowledge:

  • In depth knowledge of the core payment systems (including CHAPS/SWIFT)
  • In depth knowledge of local jurisdictional Codes of Practice, Guidance, and all Legal requirements for an Offshore Financial services provider (desirable)
  • Excellent analytical, interpretation, influencing and communication skills; ability to communicate and network effectively and influence top management and external parties
  • Ability to analyse and evaluate complex issues, and sound judgement in determining appropriate actions/solutions

Experience and knowledge:

  • Awareness and understanding of both there and the business’ obligations under the Proceeds of Crime Law, Drug Trafficking Offences Law, Terrorism Law, United Nations Measures and the Money Laundering Order (and by extension, also the Handbook)

Managerial knowledge:

  • Demonstrate experience in developing good relationships with senior management with access to all business lines, support departments and information necessary to appropriately perform the prerequisites of this function
  • Must be able to act independently in the execution of duties and directly influence the business so ensuring appropriate action is taken where necessary.

Qualifications and experience

  • Minimum of 7 years relevant financial services experience
  • Educated to Diploma level in the management of financial crime and/or relevant professional qualification
  • Operating in a customer service focused environment
