Financial Crime Compliance Manager

We are looking for an experienced Financial Crime Compliance Manager who will support the Head of Financial Crime Compliance with the design; development; deployment and monitoring of the Financial Crime Compliance tools, policies and procedures, as the primary Financial Crime Compliance (Line 2) liaison.

The successful candidate will have a minimum of 5 years financial crime compliance experience and have a practical knowledge of the applicable regulatory requirements, ideally in a banking or investment environment.

Key accountabilities

  • Reports directly to the Head of Financial Crime Compliance to assist with the design; development; deployment and monitoring of the Financial Crime Compliance tools, policies and procedures within the Isle of man (“IOM”) business
  • Provide the business with advice and guidance on any Financial Compliance issues as and when necessary
  • To be the primary Financial Crime Compliance (Line 2) Liaison in the IOM
  • To ensure that the Financial Crime Compliance assurance plan is successfully completed and policies and procedures within the Isle of Man business are appropriately maintained to ensure cost-effective operation of the business within legal and regulatory requirements and in line with market best practice standards
  • Work with colleagues the wider Santander group to ensure that relevant financial crime and sanctions adherence standards are maintained and updated in line with current and future legislation
  • Mitigation of regulatory breaches and accompanying financial fines
  • Mitigating operational losses through efficient governance processes

Financial Crime Compliance Management

  • Assist with the formulation and review of financial crime compliance policies, standards and protocols to ensure continued adherence to regulatory requirements and an appropriate compliance culture is embedded within the business
  • Engage with all business functions to ensure the implementation and embedding of relevant financial crime compliance policies, controls and standards;
  • Manage the implementation of the Financial Crime Compliance Assurance Programme
  • Raise awareness of key compliance issues that relate to financial crime, sanctions, AB&C and anti-money laundering (“AML”) matters across the business through regular communication
  • Review and amends existing Financial Crime Compliance policies to ensure that the IOM controls and limits are appropriate and are approved
    Designs, develops and produces accurate and timely reports to facilitate effective monitoring of Financial Crime and associated issues

Managing Risk

  • Designs, develops and produces accurate and timely reports to facilitate effective monitoring of processes being managed within the function
  • Management of robust and accurate daily/weekly/monthly Management Information data records to support dashboard style reporting; trend analysis
  • Adherence to Santander International’s incident management reporting processes
  • Management of all control measures to mitigate operational loses
  • Handle relevant line 1 Financial Crime Operations referrals using approved decision trees
  • Approves work conducted by Financial Crime Investigators as per agreed processes
  • Manages the review of payment alerts in sanction screening tools to ensure payments are processed in line with UK, Jersey, and worldwide sanctions regime requirements
  • Collate, investigate and analyse Suspicious Activity Reports referred to the Money Laundering Reporting Officers from across the Business
  • To investigate alerts generated from an Automated Transaction Monitoring System and from other Management Information received from across the business
  • To liaise with relevant regulatory and supervisory bodies and departments as appropriate
  • Investigations to be carried out within agreed service level agreements and service standards and in accordance with legislative requirements and the Company procedures

  • Collate and act upon relevant Court or other “Production Orders” received from the authorities
  • Manages the quality assurance checking on core screening, transactional activities, demonstrating compliance and policy adherence
  • Maintains awareness of practices and legislation in relation to financial crime

Customer

  • Proactively supports implementation of new business and process changes within the team and wider business to improve business performance and establish best practice
  • Constantly reviews processes to identify operational improvements, and involve the business in the development of ideas which improve business performance and establish best practice
  • Identify and remediate training needs relating to Financial Crime Operations processes within other business areas to support a better client journey/operational efficiencies
  • Errors are captured and performance plan delivered to Financial Crime Investigators when required
  • Demonstrate effective understanding of internal and competitors/industry trends;
  • Develops and maintains excellent relationships with senior management locally

Legal and Regulatory

  • Ensuring that the Isle of Man business has robust arrangements for compliance with the Banking Law; related Orders; and Codes of Practice
  • Ensuring appropriate monitoring of operational performances and promptly instigating action to remedy any deficiencies in such arrangements; and
  • Providing the principal point of contact with the Isle of Man Regulators
  • Ensures that appropriate systems and controls are in place to meet all regulatory requirements

  • Acts as point of reference and escalation for business
  • Provides direction, guidance, support and coaching to the business on a day to day basis
  • Work with colleagues to develop and strengthen their financial crime awareness and skillset so they can complete a wide range of tasks and service and control activities on their own initiative

Technical Knowledge & Experience

  • In-depth knowledge of the financial services industry, preferably within an offshore banking context, including an understanding of the regulatory, statutory and governance requirements of operating in the Isle of Man
  • Prior experience at senior level with an offshore operation within a Anti Money Laundering, Risk or Compliance Role
  • Experience in presenting risk and financial crime compliance issues at a senior level within the organisation; 

Qualifications 

  • Fully aware of personal and business’ obligations under Isle of Man legislation
  • Experience of maintaining appropriate policies; applying procedures to monitor the business’ compliance with those policies to satisfy all relevant legislation
  • Proven track record in providing advice and developing and owning solutions to Financial Crime Compliance issues
  • Possession of a relevant Financial Crime and/or Compliance qualification, diploma level or above, issued by the International Compliance Association (‘ICA’), or similar body
