Compliance, Governance and Secretariat Analyst

Role purpose:

We are looking for a Compliance, Governance and Secretariat Analyst who will support the implementation and execution of the Compliance programme within the organisation to ensure full compliance with relevant legal and regulatory requirements.

They will assist in the design and implementation of Compliance policies, conduct compliance monitoring reviews, and provide advice to the business on applicable laws and regulations.  The candidate will ideally have experience and knowledge within the Jersey or Isle of Man Financial Services sector including an awareness of deposit taking and investment business activities. 

Key accountabilities:

Managing Risk

  • To support the Head of Compliance, Governance and Secretariat and Compliance Manager in ensuring that appropriate Compliance, Anti Money Laundering (“AML”) and Financial Crime Prevention systems and controls are in place to manage and mitigate risk where possible.
  • To assist in ensuring compliance by Santander Financial Services plc (“SFS”) and its subsidiaries with legal and regulatory obligations. This will typically include a working knowledge of the Jersey or Isle of Man financial services sector including an awareness of deposit-taking and investment business activities, and preferably familiarity with Isle of Man and UK regulatory environments.
  • To support the Head of Compliance, Governance and Secretariat and Compliance Manager in ensuring that the business is compliant with industry changes and legislation.
  • To conduct compliance monitoring on key areas of regulatory, conduct and money laundering/terrorist financing risk.
  • To assist in the development of policies and procedures to meet the required legal and regulatory requirements.
  • To assist in the provision of requisite information to external regulators and other local external bodies as required.
  • Proactively identify and manage regulatory and conduct risks.
  • Support the Head of Compliance, Governance and Secretariat in all regulatory submissions and correspondence ensuring that stakeholders from SFS plc and the Wealth Management division are fully engaged and expertise leveraged wherever possible.
  • Proactively assist in the compliance of all statutory and regulatory requirements with timely and accurate reporting to SFS plc Board and committees.
  • Support the business with breach notification and management processes.

Customer & Business Planning

  • Data subject access requests (DSARs) managed within service level agreements in 100% of cases, and actions implemented to rectify root cause issues identified/trend analysis.
  • Develop relationships within the Santander Group to influence the development of central policies and standards to enable SFS to maintain flexibility to meet its strategic aims.
  • To support the leadership, management and delivery of the strategic objectives of the offshore business through providing sound and timely regulatory advice.
  • Proactively develop, build and maintain flexible working partnerships in order to ensure effective operation of SFS.
  • Demonstrate effective understanding of internal and competitor/industry trends.

  • In conjunction with the Data Protection Officer ensure that the business is compliant with industry changes and government legislation.
  • Conduct regulatory analysis of new and forthcoming regulation and work with business partners to implement requisite controls.
  • To ensure that the business continues to collect and maintain information to satisfy the minimum tax requirements for all clients.
  • Ensures that the business complies with FATCA, CRS and other international regulations that apply to SFS.

  • Experience and knowledge of the Jersey financial services sector including an awareness of Jersey Banking Business Law, Financial Services (Jersey) Law and the JFSC Codes of Practice for Banking and Investment business. Fully aware of both their own, and the business’ obligations under all relevant local legislation OR experience and knowledge of the Isle of Man financial services sector including an awareness of Isle of Man Financial Services Act, Financial Services Rule Book and associated handbooks and guidance governing banking and investment business.
  • Display a strong “analytical” range and use sound judgement in determining appropriate actions/solutions.
  • Experience with delivering best practice compliance monitoring programmes and controls and assurance checks to ensure business meets the required compliance standards.
  • Quickly assimilate and understand data and MI; drawing out any key issues.
  • Clearly understand stakeholder requirements and proactive in making appropriate recommendations.
  • Seek stakeholder feedback and identify best practice.
  • Ability to communicate and network effectively with top management and external parties.
  • An understanding of the regulatory environment associated with banking and investment activities in order to ensure compliance with regulatory requirements.
  • Educated to Degree level is likely, preferably in a relevant subject (Banking, Financial Marketing, Business Management) or other professional qualification.
